- Improver the public trust by ensuring an open and fair process for the enact men of lows.
- Strengthen the institutional independency of the regional Council as a separate branch of government
- Enhance the oversight capacity of the regional Council.
- Up grade and deepen the knowledge and skill of the members of the regional Council and office staffs
- Improve the relation ship between legislators and Constituents.
- Provide effective information technology to monitor preparation and progress of legislation and quality research information to support legislative decision making. .
